A goal is a durable intent, not a message: King holds it, plans it, dispatches its own workers, and keeps retrying until reality matches — or until it raises a boundary it cannot cross.
Submitted without empirical checks, so it lands as operator-closed by design — King will do the work but cannot auto-close it. Goals that must close on their own need a check the system can re-measure.
